Update by_lat.strings 
So i'm back. While browsing OpenVK using Latin Belarusian locale, i have found some undefined strings. They were like "@some_string_here". So i've decided to add some experimental strings to check if that works and can solve the problem. If that won't work, you can simply ignore that proposal. Thank you.
